Recently, the Shenzhen Branch of the State Administration of Foreign Exchange issued a notice announcing that, effective May 9, 2026, two pilot facilitation policies will be launched in the Qianhai & Shekou Area of the China (Guangdong) Pilot Free Trade Zone in Shenzhen. The policies aim to further facilitate the use of capital-account foreign exchange settlement funds and optimize the refund process for foreign exchange funds in NRA accounts (i.e. domestic foreign exchange accounts opened by overseas institutions).

Additionally, the Guangdong Branch of the State Administration of Foreign Exchange recently issued a notice to launch two pilot programs in the Nansha New Area of Guangzhou and the Hengqin New Area of Zhuhai within the China (Guangdong) Pilot Free Trade Zone to further facilitate the use of capital-account foreign exchange settlement funds and optimize the refund process for foreign exchange funds in NRA accounts.

Going forward, the Guangdong Branch of the State Administration of Foreign Exchange will continue to implement and refine pilot policies in the China (Guangdong) Pilot Free Trade Zone, further unleash the reform dividends of the free trade zone, and support the high-quality development of Guangdong’s export-oriented economy.
